Crypto’s rebound broadens, but the SEC custody move is not a final rule
Today in one line: The rebound broadened and Bitcoin ETF demand returned, but the new SEC custody proposal is still only a proposal.
Three material shifts
The market rebound broadened. Bitcoin was $85.4k, up 1.9% over 24 hours. Ethereum was up 0.8% and Solana gained 2.6%. 19 of 20 assets in the tracked basket were positive.
Bitcoin ETF demand returned, but Ethereum did not confirm it. U.S. spot Bitcoin ETFs recorded $102.7m of net inflows on 1 October after $148.7m of outflows the prior session. Ethereum ETFs recorded $55.4m of outflows on the same day. The 2 October rows were incomplete and excluded.
The SEC moved on custody while Congress remains stuck. The SEC proposed a framework that could allow self-custody in some cases and state trust companies to act as custodians for crypto held by advisers and regulated funds. It is a proposal, not a final rule.
What matters for readers
Fact: The live snapshot shows positive BTC funding on Binance and Bybit and a 0.96% seven-day increase in the tracked stablecoin-supply proxy. Independent coverage described Bitcoin as heading toward a third consecutive weekly gain while warning that upcoming U.S. jobs data could test the move.
Interpretation: The cleanest reading is a broader rebound with selective institutional confirmation. Bitcoin ETF inflows returned and breadth improved, but Ethereum fund outflows show that the move is not a uniform vote across crypto products.
Uncertainty: The broader move could reflect short covering, quarter-start positioning, or temporary risk appetite rather than durable new demand. The SEC proposal could also be modified, delayed, or rejected after comment.
What this does not prove
Bitcoin ETF inflows do not prove the rally must continue. Ethereum outflows do not prove Ethereum demand has failed. A regulatory proposal does not mean retail users have new protections today.
